Starting 16 June 2026, the UAE’s Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) made the Good Conduct Certificate commonly known as a Police Clearance Certificate (PCC) a mandatory requirement for new visa applications from specific nationalities, rolled out in three phases through November 2026. India is included in Phase 1, along with Pakistan, Nepal, Afghanistan, Egypt, and several others.

This is a reversal from earlier 2026 guidance, which had excluded India from the requirement. If you’re an Indian national applying for a new UAE visa from June 2026 onward, an attested PCC is now part of your application file ,not optional.

What Is PCC Attestation?

PCC attestation is the process of legally authenticating your Police Clearance Certificate so that UAE authorities accept it as genuine. A PCC on its own even a valid one is not accepted for UAE visa purposes until it has passed through the correct chain of government verification.

The PCC Attestation Process (India → Dubai)

  1. Obtain the PCC from the Passport Seva Kendra (PSK) / Regional Passport Office, or from the Indian Embassy/Consulate if you’re applying from abroad
  2. MEA Attestation (India) — the Ministry of External Affairs authenticates the certificate
  3. UAE Embassy/Consulate Attestation — the UAE Embassy or Consulate in India verifies the MEA-attested document. If you’re attesting a PCC from within the UAE for a document issued elsewhere, this step happens through the Indian Embassy or Consulate in the UAE instead
  4. MOFA Attestation in Dubai — final legalization by the UAE’s Ministry of Foreign Affairs, after which your PCC is accepted for visa processing

If your PCC is not in English or Arabic, it must be translated before this chain begins — translating after attestation invalidates the attestation seal on the translated copy, and it will be rejected.
